9. Martha House, NFRW Regent from California, introduces luncheon speaker Frances Rice.

Frances Rice of Florida and President of the National Black Republican Association delivers a blockbuster keynote speech which is enthusiastically received and included MANY standing ovations from the luncheon attendees. Her topic was "Why Dr. Martin Luther King, Jr. was a Republican". Frances is a Lieutenant Colonel, US Army (Retired) and her great-great-grandparents were slaves.
